Full Circle’s Support Managers are key leaders dedicated to ensuring the success and effectiveness of our programs. With expertise and passion, they oversee operations statewide, foster collaboration, and drive positive impact within our organization and communities.

Meghan Sandlin

Billing Manager

Currently the Billing Manager at Full Circle and has worked in healthcare for 12 years. She has worked in different areas including audiology, lower limb prosthetics, orthotics, mental health and substance use. Prior to healthcare she worked in retail but knew she wanted a career that can help change lives. She has almost completed her bachelor’s degree in healthcare administrations and has an associate degree in business management. When Meghan isn’t working, she spends time with her husband, three kids, and two dogs. She enjoys gardening, crafts, going to concerts, and vacations to the beach. Meghan was born in Florida, so sun and sand is where she loves to be.

Marcia Weber

Re-Entry Program Manager

Started at Full Circle in February 2023 as a clinical supervisor, she quickly transitioned to the role of Re-Entry Program Manager, tasked with expanding Full Circle’s Re-Entry programming. Her educational background includes a Bachelor of Science in Psychology from Xavier University and a Doctorate in Clinical Psychology from Baylor University. With a career spanning over three decades in behavioral health, Marcia has always found fulfillment in roles that incorporate direct clinical services, clinical supervision, and program development.
Embracing continuous learning, she derives insights from the clients she serves. She believes that successful work in this field necessitates a delicate balance between the art and science of clinical treatment and emphasizes teamwork and collaboration.

Everett Davis

Peer Recovery Support Program Manager

A certified Ohio Peer Recovery Supporter since 2019, has dedicated his career to transforming lives affected by addiction. Beginning at East End Community Services, he worked with first responders and the homeless population, offering hope and multiple pathways to recovery. Recognizing the importance of peer support and empowerment, he became a certified trainer of Peer Recovery Supporters for the state of Ohio. Everett’s advocacy extended to sitting on various coalitions within the community, promoting policy change and peer support. In the summer of 2023, Everett brought his expertise and vision to Full Circle, driven by a desire to redefine Peer Recovery Support within the treatment center environment. With his unwavering
dedication and belief in the power of peer support, Everett strives to make a lasting impact, transforming lives and communities one step at a time.

Kathryn Carver

Mental Health Program Manager

With a Master of Science in Clinical Mental Health Counseling (CMHC) and a background as a Licensed Chemical Dependency Counselor (LCDC III), Katie brings a wealth of experience and dedication to her role as a Program Manager. Her journey in behavioral health began as a Peer Supporter, a position that ignited her passion for helping individuals navigate their path to recovery. Over the years, she has gained extensive experience across all levels of treatment, including sober living, detox, residential care, partial hospitalization (PHP), and intensive outpatient programs (IOP), working with women and men. She began her academic journey by pursuing a degree in psychology, however, the path was not always clear as she was unsure how to put her education and passion to use. During her early college years, she struggled with her own addiction, ultimately leading her to fail out of school and essentially drop out of life altogether. That challenging period became a turning point, and with renewed purpose and determination, she returned to school and discovered her calling: to guide others in finding sustained sobriety. Today, she’s committed to creating effective, compassionate treatment programs and fostering environments where clients can build the skills and confidence to achieve long-lasting recovery. She leads her team by example and never hesitates to jump in wherever the need is greatest, fostering a “we” mentality.

Kevin Belcher

Standard Outpatient Program Manager

Bringing a wealth of lived experience and leadership across military, industrial, and behavioral health settings, Kevin Belcher currently serves as the Program Manager for the White Allen Clinic, a statewide program that functions as a bridge between post-treatment life to independent living. His leadership foundation began during his military service, where he served as a 91 Bravo Combat Medic before transitioning to a support role in the Arrival/Departure Airfield Control Group, despite facing personal challenges, including multiple incarcerations, Kevin turned his life around and began pursuing higher education. He is currently in his final year at Walden University, working toward a bachelor’s degree in social work, with plans to obtain his Licensed Social Worker (LSW) upon graduation. His academic journey began at Sinclair University in the Chemical Dependency track, which laid the groundwork for his career in behavioral health. Kevin is a passionate advocate for recovery and reentry, blending his professional experience with personal insight. His work reflects a deep commitment to outreach, accountability, and helping others rebuild their lives, just as he rebuilt his own.
